Q: When are you planning to have another city wide free clean up?
A: The City wide cleanup is conducted on the first Saturday in April.
Q: Why did you empty my trash cart but leave the trash bags that were sitting next to it?
A: You pay for a once a week collection of a 90-gallon (or 35-gallon) trash cart. All trash should be in that cart for collection. If you have more trash than will fit in the cart, you can purchase bags at the Finance Department or Recycling Center. The bags are $1 each and are stamped City Sanitation. These bags can be placed on the ground next to your trash cart for collection.
Q: Where can we take extra trash or bigger items such as furniture?
A: The Phelps County Transfer Station. For hours of operation and fees, call 364-8771.
Q: How do I dispose of yard waste?
A: Biodegradable brown paper bags can be purchased at several stores in Rolla. These bags should be out to the curb by 6:00 a.m. on your normal trash collection day. There is also a free drop off site at the Environmental Services facility at 2301 North McCutchen Drive.
The site is open Monday through Friday from 7 a.m. to 4 p.m. and on Saturday from 7 a.m. to 11 a.m.

Q: Why haven't I received my previous year City of Rolla Real Estate Tax statement?
A: As a convenience to the taxpaying public, the City of Rolla recently contracted with the Phelps County Collector's office to bill and
collect the City's real estate property taxes. As a result, Rolla taxpayers will no longer receive a separate real estate tax statement
from the City of Rolla. Most City residents should have received one statement, per parcel, from the Phelps County Collector's office
containing both the City and County real estate taxes in the last couple weeks. The primary reason for the change is that the taxpayer
will now be able to pay all property taxes at one location or with one check and postage stamp to the Phelps County Collector's Office.
Any inquiries regarding your City of Rolla or Phelps County taxes can be directed to the Phelps County Collector's Office at 458-6155.

A: The City of Rolla does not charge a personal property tax. The county does have a personal property tax and that tax needs to be paid at the county courthouse.

Q: How do I get a business license?
A: Follow the steps below:
Fill out an application.

A signed waiver if you do construction work OR
A Missouri sales tax certificate if you collect sales tax OR
A health permit if you serve food.
Pay the $50.00 license fee.
Q: How long before I get a license?
A: Usually within a week depending on any inspections required.
Q: If I have a garage sale do I need a business license?
A: If you have more than four sales a year or if the sale is longer than three days you will be required to obtain a license.
Q: How long does a Business License last?
A: The license is good from July 1st to June 30th of the next year. (We do not prorate.)
Q: What if I don't get a renewal notice for my business license?
A: If a renewal notice is not received by July 1, please call the Finance office at 426-6982.

Q: Where do I go to pay a traffic ticket or Court fines?
A: Payment for any court related fines are taken at the Municipal Court offices, located in City Hall at 901 North Elm Street on the 2nd floor. The Court office is open from 8:30 a.m. to 4:30 p.m., Monday through Friday, closed from 12-1 for lunch.
Q: Do I have to appear in court for my ticket?
A: It depends on the type offense for which the ticket was issued. When the officer gives you the ticket, you should also receive a separate instruction sheet showing how you can take care of your ticket. Some offenses, such as stealing, minor in possession, traffic offenses involving accidents, and other types of cases, require a personal appearance in court. Other offenses, such as certain speeding violations, parking tickets, and some other offenses, do not require a personal appearance if you simply wish to plead guilty and pay the specified amount of the fine and costs. The instruction sheet that accompanies your ticket tells whether or not you must appear in court, and gives the standard amount of the fine and court costs for the offense if it is one that can be disposed of without a court appearance.
If, based on the directions on the the instruction sheet, you are allowed to plead guilty without a personal appearance, then you may dispose of your case by pleading guilty and paying the standard fine and court costs in advance of the court date shown on the ticket. If you decide to plead guilty in this manner, you may do so as follows:
1. Sign the back of the ticket in the space provided, and
2. Mail the signed ticket and a check or money order made payable to Rolla Municipal Court for the full amount of the fine plus court costs. Mail the ticket and payment to: Rolla Municipal Court, P.O. Box 979, Rolla, MO 65402.

If you have artificial pieces you wish to keep, they need to be removed before these dates. They may be replaced at the end of the week. This procedure enables cemetery personnel to rid the cemetery of old and unsightly arrangements, thus enhancing the appearance of the Rolla Cemetery.
